As reported from My Little Pony Madness, an older generation blog dedicated to the toys has published the deciphered codes for the Wave 4 Blind Bags, currently available over in Euroland. For the wave 4 bags the serial numbers can be found on the vertical seam, and not at the bottom of the bag as previous waves had.
